Maximum Penalty, the New York hardcore band vocalist Jimmy Williams formed in 1986, later joined by guitarist Joseph Affe in 1988, held down regular slots at CBGB and Coney Island High before spending the '90s on the road with Agnostic Front and Madball, working more melodic, soul-inflected vocals into the mix. Independent hit CD in 1996 and stayed off vinyl until Flatspot Records' anniversary reissue, remastered by Brad Boatright at Audiosiege, finally cut it to wax. Turnstile has featured the band on an influential playlist, and End It covered "Could You Love Me?" in 2025.
